Artificial intelligence does not live in the cloud. It runs inside massive AI data centers that consume enormous amounts of electricity and water. These facilities have become highly controversial across the United States as communities push back against rising electricity prices, strained power grids, heavy water use, and the rapid conversion of farmland. Here’s why AI data centers are sparking such intense local and national opposition.
In the first three months of 2026 alone, local opposition blocked or delayed roughly 75 projects worth about $130 billion. Organized resistance groups more than doubled in a matter of months and now operate in nearly every state. Polls show roughly 7 in 10 Americans oppose a new AI data center being built in their community. In some surveys, opposition to data centers now exceeds opposition to nuclear plants.
This is not simple NIMBYism. The scale of the buildout has created real, measurable costs for ordinary people.
Why the demand exploded
Training and running large AI models requires enormous amounts of continuous electricity. A single modern AI data center can draw as much power as tens or hundreds of thousands of homes. The largest proposed facilities reach into the gigawatt range—comparable to a large nuclear reactor or the peak demand of a mid-sized city.
Global data-center electricity use is rising sharply. Projections show it roughly doubling by 2030, with AI workloads driving most of the growth. In the United States, data centers are expected to claim a rapidly increasing share of total electricity, and commercial demand has already begun to outpace residential demand in some forecasts.
Companies are racing to build because the competitive advantage in AI is heavily tied to access to computing power. The result is a sudden, concentrated surge in demand for land, electricity, and water.
The main points of controversy
1. Electricity prices and grid strain
When a data center arrives, it can push local utilities to build new generation, transmission lines, or both. Those costs are frequently socialized across all ratepayers. Residents in multiple states have reported sharp bill increases and attribute them, at least in part, to data-center growth. In some high-concentration areas, electricity prices have risen dramatically over the past several years. Utilities and developers often promise that the facilities will pay their own way, but the political and economic reality has often been messier.
2. Water use
Servers generate intense heat. Many facilities rely on water-intensive cooling. Large data centers can consume hundreds of thousands to millions of gallons per day—comparable to a small town. A significant share of new projects are planned in already water-stressed regions. This has triggered strong local opposition in drought-prone or aquifer-dependent communities.
3. Land, noise, and quality of life
Hyperscale campuses can occupy hundreds or even thousands of acres. They bring construction disruption, permanent industrial noise from cooling systems and generators, light pollution, and changes to the rural or suburban character of an area. Farmland conversion is a frequent complaint. Many residents say the promised local jobs never materialize at the scale advertised, while the downsides are permanent.
4. Environmental and emissions concerns
Although some operators pursue renewable power purchase agreements, the rapid timeline for AI capacity has led many projects to rely on natural gas turbines—sometimes on-site and sometimes with limited public permitting. This has produced lawsuits over air quality and emissions in multiple locations. Critics argue that the carbon and resource footprint of the AI boom is being understated or externalized onto communities and the broader public.
5. Democratic accountability and concentrated power
Because the facilities are so large and the companies behind them so well-resourced, local governments often feel outmatched. Tax incentives, streamlined permitting, and political pressure can leave residents feeling that decisions are being made for them rather than with them. The facilities have become a visible symbol of a broader anxiety: that a handful of technology companies are accumulating extraordinary control over capital, information, and infrastructure.
What the opposition has achieved
The pushback is already reshaping the map. Projects have been canceled or delayed across dozens of states. New York became the first state to impose a temporary statewide moratorium on new hyperscale data centers. Multiple counties and municipalities have passed their own pauses or stricter zoning rules. National days of protest and growing numbers of local activist groups have turned data centers into a bipartisan political issue at the local and state level.
In Nashville, the controversy has hit especially close to home. Atlanta-based DC BLOX has purchased land at 648 Grassmere Park, immediately adjacent to the Nashville Zoo, and is pushing forward with plans for a data center complex. The initial building is roughly 69,000 square feet with about 10 megawatts of power demand; documents also reference a much larger second building and substation that could push total power needs toward 50 megawatts. The zoo has strongly opposed the project, warning that constant mechanical noise and low-frequency vibrations could disrupt breeding programs for sensitive species such as clouded leopards, as well as other animals that rely on quiet environments. A public petition opposing the facility has gathered more than half a million signatures, country artist Brad Paisley has spoken out against it, and Metro Council has passed both a temporary moratorium on new large-scale data centers and new zoning protections. The mayor has even sought eminent domain authority over the property. Despite these efforts and the zoo’s rejection of a proposed compromise, the developer has closed on the land and continues to move the project forward—making Nashville a vivid local illustration of how quickly AI infrastructure can collide with community priorities, wildlife conservation, and quality of life.
A Christian perspective
Scripture calls believers to wise stewardship of the earth and just treatment of neighbors (Genesis 1–2; Micah 6:8; Proverbs 11:1). Technology itself is not evil; it is a tool. The question is whether the current pace and method of AI infrastructure development honors those responsibilities.
Christians should ask hard questions:
• Are the real costs of this expansion being borne by the companies that profit, or are they being shifted onto local ratepayers, farmers, and future generations?
• Is the promise of broad societal benefit being used to override legitimate local concerns about water, power, and quality of life?
• Does the concentration of this infrastructure in the hands of a few corporations raise issues of power and accountability that believers should not ignore?
At the same time, blanket rejection of data centers is not wisdom either. AI systems are already used in medicine, research, logistics, and many other fields that can serve human flourishing. The goal is not to stop technological progress but to insist that it proceed with honesty about trade-offs and fairness about who pays the price.
Moving forward with discernment
The controversy over AI data centers is really a fight over energy, water, land, and who pays the real costs. Christians are called to careful stewardship and concern for their neighbors. That means asking hard questions about electricity prices, water consumption, and the impact on local communities rather than accepting the technology industry’s narrative at face value. The infrastructure of AI will shape the next decades—how it is built, and who bears the burden, will reveal what we truly value.
